Job Summary
The mission of the Department of Youth and Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the DC community.
This position is located in the Department of Youth Rehabilitation Services (DYRS), Health Services Administration (HSA). HSA is responsible for the design, development, coordination, delivery, and evaluation of a 24-hour comprehensive continuum of quality adolescent medical, dental, and behavioral health care services and supports, including screening/assessments, early detection and prevention services, treatment, counseling, dental and vision services for detained and committed youth residing at the Youth Services Center (YSC) or New Beginnings Youth Development Center (NBYDC). In addition, the HSA coordinates, and links with community-based health care providers with the capabilities and capacity to meet the ongoing medical and behavioral health needs of youth upon their release from DYRS secure care. The incumbent in this role serves as the Director of Nursing Operations and is responsible for providing administrative leadership and health care services for detained and committed youth who are under the supervision and care of the Department of Youth Rehabilitation Services (DYRS).
Duties and Responsibilities
The Supervisory Clinical Nurse works under the general administrative direction and guidance of the Chief of Health Services and functions within the broad framework of nursing services, policies, and procedures. The incumbent exercises a high degree of independence in providing leadership to the HSA medical and nursing staff in assessing, providing, and coordinating medical services for DYRS youth. As a senior manager with supervisory responsibilities, work is reviewed in terms of progress towards meeting the overall Health Services Administration goals and objectives and compliance with the requirements of all accrediting and certifying entities to include the National Commission on Correctional Health Care (NCCHC) and local health authorities.
The incumbent works under the guidelines of Federal and District laws and regulations and policies and procedures of the DYRS; guidelines and requirements of the DC licensure and reports to the Health Services Medical Officer. The incumbent exercises considerable judgment in interpreting and determining the intent of policies and procedures, adapting existing guides and precedents, in developing new or modified approaches to assignments. The Supervisory Clinical Nurse covers a range of services from assessment through counseling, teaching, and treating illnesses. The work involves evaluation of the overall clinical needs of the youth and implementation of a comprehensive medical model. This should include education, prevention, and treatment of health issues for DYRS youth. These services will be in collaboration with other departments within the agency and involves coordinating, planning, and developing services in the community to ensure continuity of care. Supervisory Clinical Nurse is responsible for the overall coordination of all DYRS medical clinics to include staff supervision, staff scheduling and coordination with the various disciplines. Additionally, the nurse provides twenty-four hours, seven days a week administrative coverage. In consultation with the Chief of Health Services, the incumbent manages the clinical and administrative aspect of DYRS medical services. Develops, implements, coordinates, monitors, and evaluates nursing-related staff training, education, and development. Leads and actively participates in the overall planning and oversight of facility-based nursing/clinical programs, including the development of standards, practices and protocols for nursing care and practice monitoring. Ensures constant state of readiness in preparation for clinical programs audits including National Commission on Correctional Health Care (NCCHC), DC Department of Health and Vaccines for Children (VFC) program. Manages the twenty-four hours a day, seven-days a week nursing activities and scheduling at New Beginnings Youth Development Center and the Youth Service Center. Responsible for managing the orientation program for newly assigned personnel, and. performs, assigns, and coordinates nursing care activities. Provides direct supervision and performance evaluation of assigned staff including registered nurses (RNs), licensed practical nurses (LPNs) and certified nurse assistants (CNAs).
Qualifications and Education
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required.
In addition to the above requirements, applicants must meet one of the following requirements:
- Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or
- At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program.
Licenses and Certifications:
Licensed Registered Nurse in the District of Columbia.
Certification in Cardiopulmonary Resuscitation with Automated External Defibrillator Component (CPR/AED).
Must possess and maintain a valid driver's license.
Work Conditions and Environment:
Work may be performed in client's homes, inpatient facilities, clinics, correctional settings and other non-traditional settings. The incumbent may be required to work with emotionally disturbed or potentially hostile clients who may have communicable diseases. Such situations may require the nurse to take specific safety precautions.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations,Suitability Safety Sensitive.
