This position serves as the agency lead in the planning, design, development and maintenance of software applications for ELECT. Leads a team of developers and quality assurance testers. Works closely with the agency technology leaders in product and project management, infrastructure, data and support, as well as the EPMO manager and Information Security Officer, to ensure successful implementation and maintenance and support of election enterprise applications that support election management in the Commonwealth.

•Demonstrated ability to develop and maintain positive working relationships internally and externally.
•Effective organizational and communication skills.
•Use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions, and approaches to problems that are presented to their team.
•Regularly provide information analysis proactively and interactively with business staff and management.
•Have business awareness and be willing to learn about new developments.
•Have demonstratable experience managing application security; developing and troubleshooting enterprise-level applications; with mobile and responsive design practices and desktop applications.
•Experience in the following programing modalities: C #; .NET Framework and .NET Core.; MVC web-based applications; Cloud computing platforms such as Azure or Amazon Web Services; Microsoft ClickOnce; JavaScript including JQuery or other JavaScript libraries; HTML and CSS; Microsoft SQL Server databases; and Transact SQL language.
